The first intention from the LAPACK task was to produce the broadly applied EISPACK and LINPACK libraries operate effectively on shared-memory vector and parallel processors. On these devices, LINPACK and EISPACK are inefficient due to the fact their memory access patterns disregard the multi-layered memory hierarchies from the devices, thus paying
